India issued a firm denunciation of Pakistan in the United Nations Security Council (UNSC), blaming Islamabad for using the forum to pursue its own "nefarious agenda" and deflect international scrutiny of its continuing human rights violations and state-sponsored terrorism.
Addressing the UNSC's open debate on Children and Armed Conflict (CAC), India's Permanent Representative to the UN, Ambassador Parvathaneni Harish, strongly condemned Pakistan for abusing the Council's debates and straying away from the issue at hand.
Pakistan is levying unwarranted allegations on UN processes and also tarnishing it at multiple deliberations to advance its sinister agenda. We denounce this attempt of Pakistan to deflect attention from the atrocities being perpetrated against children within their country, as reflected in the report of the Secretary-General, and also against their unbridled cross-border terrorism," said Harish.
The Ambassador proceeded to outline Pakistan as "one of the grave violators of the CAC agenda," as it has continued to engage in repeated instances of systemic abuse of children, both in its own territory and in Afghanistan, where Pakistani military actions like shelling and airstrikes have caused child fatalities along border areas.
Harish also mentioned the April 22 terror strike in Pahalgam, Jammu and Kashmir, where 26 Indian tourists were killed. He blamed the attack on the terrorists based in Pakistan or trained by Pakistan.
"The world has not yet forgotten the brutal targeted attacks by Pakistani and Pakistani-trained terrorists," he stated, referencing the April 25 statement of the Security Council that highlighted the need to hold "perpetrators, organisers, financiers, and sponsors of this odious act accountable and bring them to justice."
Asserting India's strong stance in counterterrorism, Harish referenced India's retaliatory actions through Operation Sindoor, launched on May 7.
"India launched non-escalatory, proportionate, and discriminate strikes that hit nine terrorist infrastructure targets," he said. The Indian representative further emphasized the state-sponsored target nature by noting that individuals killed in the Indian attacks were accorded state funerals in Pakistan.
Harish also quoted the report of the UN Secretary-General's recent report on Children and Armed Conflict, which identified significant violations against children in Pakistan. These included attacks on schools—particularly girls' schools—as well as attacks on medical professionals and injuries among Afghan children because of Pakistani cross-border attacks.
The Secretary-General has taken alarm at the increase in such serious violations reported, including school attacks, especially on girls' schools, against health workers, and on the events in the border provinces with Afghanistan, where a string of killing and wounding of Afghan children was clearly caused by cross-border shelling and aerial bombings by Pakistani military forces," Harish further added.
He also highlighted Pakistani artillery shelling of Indian villages along the frontier in May 2025 that resulted in civilian casualties and injuries.
"Preaching to this body after such conduct is grossly hypocritical," the envoy said.
Concluding his address, Harish reiterated India's unshakeable stand on Jammu and Kashmir. "The whole union territory of Jammu and Kashmir is, has been, and will always remain an integral and inalienable part of India, regardless of the constant, relentless barrage of lies and falsehoods by Pakistan," he asserted.
