While addressing the winter session of Delhi Assembly, Sisodia said, "Baba Saheb (B.R. Ambedkar) had mentioned municipal governance in the fifth entry in List II in the Constitution. Local governance is a transfer subject. But the L-G is neither following democracy, nor the Constitution."

The court directed Satyendar Jain's counsel to submit written submissions by January 18, the next date of hearing. All three were denied bail on November 17, 2022. Appearing for the minister, senior advocate N. Hariharan read relevant portions of the Central Bureau of Investigation (CBI) case's charge sheet to the court.

The House saw repeated adjournments within an hour after it met around 11 a.m. for the first day of the session. As a mark of protest against Delhi government's inaction to deal with the deteriorating air quality, the BJP MLAs arrived at the Assembly carrying oxygen cylinders and wearing masks.

"The sitting of the Legislative Assembly has been tentatively fixed for January 16, 17 and 18. Subject to the exigencies of business, the sitting of the House may be extended," said an official. "The session will begin from 11 a.m. and will continue till the work scheduled for the day comes to end," he added.

Despite being the national capital of India and home to most of the VVIPs, the question to govern the city has remained "much discussed" since the 1987 Balakrishnan Committee report gave special status to Delhi which placed it somewhere above the other union territories (UT) and somewhere below the states.

The CBI had served a notice under Section 91 of the CrPC before visiting Sisodia's office. According to sources, the CBI needed the computer as it wants to access a few information from it. "We have seized the computer after following the due process of law. There are possibilities of tampering with evidence and hence we have seized it," a source in the CBI said.

Solicitor General Tushar Mehta, representing the Central government, submitted before a constitution bench headed by Chief Justice of India D.Y. Chandrachud that a Union Territory like Delhi, is an extension of the Union, administered by the Union through its own officers.

"The LG had invited the CM for discussion over existing conflict over governance powers yesterday (Monday). CM had immediately written back accepting the invite and sought an appointment today (Tuesday). Refusing a timely appointment, LG Office said that the LG does not have time to meet the CM before Friday 4 p.m.," a source said.

Addressing the media, Saurabh Bharadwaj further said: "We have been asking the L-G over the past week to come out and give a clear statement stating that the nominated councillors will not be allowed to vote for the election of the Mayor. This is what is written in the Constitution and the DMC Act and the L-G is bound by duty to obey the rules, but the L-G and the BJP have been trying otherwise."
