Madrasas in Pakistan continue to teach violent extremist doctrine: US Report

The report has said that despite the Pakistan government's continued efforts to increase madrasa regulation, the madrasas have failed to register with the government, provide documentation of their sources of funding, or comply with laws governing acceptance of foreign students.

Pakistan madrasas have continued to teach violent extremist doctrine and the Imran Khan-led government has made very limited progress on multiple aspects to counter-terrorism, according to a new US report on terrorism. The report has said that despite the Pakistan government's continued efforts to increase madrasa regulation, the madrasas have failed to register with the government, provide documentation of their sources of funding, or comply with laws governing the acceptance of foreign students.

1. Pakistan's government has failed to show notable progress on the most difficult aspects of its 2015 National Action Plan to counter-terrorism and in its pledge to dismantle all terrorist organisations without delay or discrimination, the report said.

2. The terrorist leaders like JeM founder Masood Azhar and LeT's Sajid Mir who was the mastermind of the 2008 Mumbai attacks have been residing in Pakistan and the country's domestic authorities have failed to prosecute such terrorist leaders, it added.

3. Pakistan was also identified as a jurisdiction with strategic deficiencies in its Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT) system by the Financial Action Task Force (FATF) in 2018.

4. The FATF is an intergovernmental body tasked with combating money laundering and terrorist funding and it had also provided the Pakistan government with an action plan to address its AML/CFT deficiencies. Later, FATF member states agreed to keep Pakistan on the grey list through FATF's 2021 plenary.

5. Islamabad has experienced a higher number of attacks and casualties in 2020 in comparison to 2019 and some major terror-inflicting groups that conduct attacks in Pakistan include TTP and IS Pakistan.
