The alert came after a lethal attack on Tuesday in Pahalgam when 26, primarily tourists, were killed in what was said to be the most fatal assault in the Kashmir Valley since the Pulwama attack of 2019. The US Department of State mentioned that terrorist acts and violent civil disturbances are not unusual in the Kashmir Valley, including regions such as Srinagar, Gulmarg, and Pahalgam, and cautioned travelers against traveling inside 10 kilometers of the India-Pakistan frontier because of a threat of armed conflict.

India has responded to the attack with major diplomatic action, including suspending the 1960 Indus Water Treaty and lowering the level of diplomatic relations with Pakistan, including the expulsion of Pakistani military attaches. This is in response to the discovery of cross-border connections to the terrorist attack.
