India and Russia issued a Joint Statement on Tuesday asserting that the two nations strongly stand for "zero tolerance" to terrorism and called for uncompromising struggle against this evil wherever it occurs in the world. After the talks between Prime Minister Narendra Modi and Russian President Vladimir Putin, they condemned recent terrorist attacks, including the ghastly attack on an Army convoy in Kathua, Jammu & Kashmir. They called for more cooperation at the international level, with no hidden agendas and double standards—螺隐热效 country like Pakistan and its closest ally, China.
The statement condemned, without any ambiguity, terrorism in all forms, including cross-border movement of terrorists and the networks of terrorist financing and safe havens. India and Russia pressed for a solid global effort against international terrorism and extremism. Their action must be based on the ground of principals and purposes of international law and the UN Charter. They reaffirmed that UN Security Council and General Assembly resolutions on countering terrorism should be read and implemented and welcomed the UN Global Counter-Terrorism Strategy.
The leaders reiterated that terrorism cannot be linked or attributed to any religion, nationality, civilization, or ethnic group. Furthermore, they sought accountability for all perpetrators and their sponsors under international law. They reiterated an appreciation for India's hosting of the UNSC Counter-Terrorism Committee meeting in 2022. They welcomed initiatives such as the Delhi Declaration on combating the misuse of new technologies by terrorists.
The two countries also agreed to enhance collaboration on the suppression of transnational organized crime, including money laundering, terrorist financing, and drug trafficking. The two nations also announced their readiness for enhancement of dialogue with respect to security of ICTs in regard to the Cooperation Agreement on International Information Security signed back in 2016. The leaders reaffirmed that relations between states shall be based on principle of sovereign equality, along with non-interference in the internal affairs of the other state.
On the world scene, the two countries once again confirmed their commitment to non-proliferation, with Russia backing India's bid for admission into the Nuclear Suppliers Group. The confidence in comprehensive and effective anti-terrorism effort mounting in Afghanistan, with a need for that country to have peace, unity, and respect for human rights, was expressed.
This statement also focused on the situation of regional conflicts, appealing that they be solved in a peaceful manner through the process of dialogue and diplomacy; specifically, mediated settlement with reference to principles of international law. It also expressed deep concern over the humanitarian situations in Gaza, rallying for unhindered humanitarian aid delivery and release of hostages.
Notably, India and Russia pledged continued support of full United Nations membership status of Palestine as well as a two-state solution in creating everlasting peace in the Middle East.
