President's Rule Lifted in J&K, Paving Way for Omar Abdullah Government Formation

"In exercise of the powers conferred by Section 73 of the Jammu and Kashmir Reorganisation Act, 2019 (34 of 2019) read with Articles 239 and 239A of the Constitution of India, the order dated October 31, 2019, about the Union Territory of Jammu and Kashmir shall stand revoked immediately before the appointment of the Chief Minister under Section 54 of the Jammu and Kashmir Reorganisation Act, 2019," the notification, signed by President Murmu, stated.

According to an official directive, President Droupadi Murmu has formally abrogated the President's rule in Jammu and Kashmir, clearing the way for a new government being formed under an alliance between the National Conference (NC) and the Congress, following the recent Assembly elections conducted in the Union Territory.
The decision is made through a gazette notification issued by the Union Home Ministry.

It has come following a meeting between NC Vice-President Omar Abdullah and Lieutenant Governor Manoj Sinha on Friday, where Abdullah staked his claim to form a new government after the recently concluded Assembly election in Jammu and Kashmir.

Ten years after the last assembly election, the NC and Congress were the obvious alliance which went to give a successful outing with winning 48 seats in totality. Congress performed very abysmally and won only six seats, while NC played a crucial role in the alliance's victory. For a House of 90 members, three-phase polling was conducted in the Jammu and Kashmir Assembly.

The NC-Congress alliance is poised to assume the government, with Omar Abdullah likely to emerge as the next Chief Minister of Jammu and Kashmir. He has been designated as the leader of the alliance.
President's Rule was imposed in Jammu and Kashmir on October 31, 2019, following the formal bifurcation of the former state into two Union Territories—Jammu and Kashmir, and Ladakh.

The Jammu and Kashmir Reorganisation Act, 2019, was passed by Parliament on the very same day that Article 370, which had been giving special status to the erstwhile state, was abrogated: August 5, 2019.

Central rule has been existing in the former state since June 2017 when the then Chief Minister Mehbooba Mufti resigned following the withdrawal of support by the BJP from her PDP-led government, which was in place till October 31, 2019.
