Modi emphasized the role of states in the national development plan by citing that since they have direct access to the people, it places them in the best position for this transformation. This vision was reiterated even through a post from X by NITI Aayog with the goal of achieving "Viksit Bharat @ 2047."

The session was indeed being termed as an initiative promoting Cooperative Governance with an enhanced synergy of Central and State Governments towards better quality of life for rural and urban citizens through improved government service delivery.

Some state governments have decided to boycott it, as led by non-BJP parties. Chief Ministers Siddaramaiah of Karnataka, Sukhvinder Singh Sukhu of Himachal Pradesh, and Revanth Reddy of Telangana were among others who, along with Tamil Nadu's MK Stalin, Kerala's Pinarayi Vijayan, and both Aam Aadmi Party governments of Punjab and Delhi, said they would not attend, citing the bias in the recent Union Budget.

A forecast of India to become the world's third-biggest economy, with an estimated reach to a USD 30 trillion economy by 2047, looks rather plausible.
