A month ago, President Droupadi Murmu penned a letter to the Supreme Court and inquired whether timelines were possible for Governors.
President Murmu asked the Supreme Court for its view under Article 143 of the Constitution, which provides the President with the authority to seek advice from the court on legal matters or issues of public importance.
"Is the Governor under any obligation to accept the aid and advice rendered by the Council of Ministers when he exercises all the alternatives at his disposal when a Bill is laid before him under Article 200 of the Constitution of India?" the President wanted to know from the Supreme Court.
President Murmu inquired whether a Governor's exercise of constitutional discretion is justiciable - is subject to trial by court. She quoted Article 361 of the Constitution, which states that the President or the Governor shall not be required to answer for their exercise of the powers and duties of office before any court.
