Dhankhar Warns RS Members: Undignified Behavior Undermines Democratic Principles

He said that members of the House today were getting less tolerant of opposing views. "You can disagree with others, but not listening to opposite views is against parliamentary etiquette," Mr. Dhankhar said at an orientation programme for the first-time members of Rajya Sabha.

He said on July 27 that Rajya Sabha Chairperson Jagdeep Dhankhar denounced the use of undignified behaviour as a tool in the Parliamentary proceedings for electoral mileage.

He said that members of the House today were getting less tolerant of opposing views. "You can disagree with others, but not listening to opposite views is against parliamentary etiquette," Mr. Dhankhar said at an orientation programme for the first-time members of Rajya Sabha.

He accused some members of showing more interest in media mileage than in meaningful participation. "It is now common to have some members appear just before their speech and leave immediately after, in a hit-and-run type of attitude," he said.

Mr. Dhankhar asserted that Parliament has always remained an epitome of constitutional values and freedoms. Whenever there have been challenges to these in the past, be it at State or national levels, House leaders have risen to the occasion with sagacity and determination.

"The present trend is very disturbing," he said. "Employing undignified behavior as a political tool tends to destroy the soul of democracy."

Mr. Dhankhar also referred to the Emergency period as a black chapter of Indian history in his speech. "Our Constitution was reduced to a mere paper during the Emergency. The leaders were put behind bars, and our democratic framework was severely compromised," he added.
