Union Home Minister Amit Shah, on Thursday, reiterated that India is the safest country for minorities, pointing out how even the smallest minority group in the world finds protection only in the country.
Addressing the discussion on the Immigration and Foreigners Bill, 2025, Shah claimed that India is essentially a geo-cultural country and not a geo-political one.
In response to criticism of India's refusal to sign the UN Refugee Convention, the home minister clarified that India has never required a separate refugee policy. He credited this to India's historical practice of accepting persecuted minorities from across the globe based on the philosophy of Vasudhaiva Kutumbakam (the world is one family). He emphasized that such policies are usually required for countries characterized by geographical boundaries alone. “India’s borders were shaped by its culture, making us a geo-cultural nation, not a geo-political one,” he stated.
Citing historical examples, Shah pointed out how India has consistently provided refuge to those in need. “Persians arrived in India and continue to live here safely. The world’s smallest minority community finds security only in India. Jews sought shelter after fleeing from Israel and found a home here,” he remarked.
Talking about the Citizenship Amendment Act (CAA), Shah emphasized that during the tenure of Prime Minister Narendra Modi, people belonging to six oppressed communities in bordering nations have been able to find asylum in India under this act.
