High-Level Discussions on Afghanistan: Putin's Key Aide Visits New Delhi

Kabulov is the Special Presidential Envoy for Afghanistan and heads the Second Asian Department in the Russian Foreign Ministry. He has visited the capital at an interesting time when India and Iran have just agreed on the Chabahar port and the Narendra Modi government is looking to integrate it with its ambitious plan for an International North-South Transport Corridor project. 

Zamir Kabulov is the Russian President's Special Envoy for Afghanistan. He held talks with J.P. Singh, Joint Secretary handling Pakistan, Afghanistan, and Iran affairs, at the Ministry of External Affairs on Wednesday.

Just days ago, Kabulov held meetings in Kabul with Afghanistan's interim senior leadership, including Deputy Prime Minister Abdul Kabir, Amir Khan Muttaqi, Foreign Affairs Minister, and Sirajuddin Haqqani, Acting Minister of Interior Affairs. 

Singh is a seasoned diplomat with experience in regional affairs. In March, he had been to Kabul to hold talks with Muttaqi focusing on IndiaAfghanistan relations and transit-related issues. India's interest in expanding trade with Central Asian nations, Russia, and beyond is evident, and Chabahar is a major component in improving regional connectivity.

India has also used the port to transport humanitarian aid, especially to Afghanistan during the Covid-19 pandemic, and has sent large quantities of wheat and pulses through the Shahid Beheshti Terminal.
