The Yan'an conference, called personally by Xi, was held a decade after that type of meeting took place in Gutian, Fujian Province. Delegates there called for and designed ways to deepen political work in the People's Liberation Army.

Xi requested again that the Party must uphold absolute leadership over the military and efforts to build a contingent of cadres that is loyal, clean, responsible, and competent to strengthen military capabilities.

During the conference, Xi led members of the CMC, departmental heads, and unit leaders to visit Wangjiaping, a site that served from 1937 to 1947 as the base of the CMC headquarters. On the agenda was the activity of paying tribute at the former residences of the revolutionary leaders Mao Zedong, Zhou Enlai, and Zhu De in Yan'an, commemorating their feats in revolution.

Xi called the Yan'an conference a 're-establishment of the military's essence.' He wants the top senior military officials to rise to their responsibilities assigned by the Party and the people to them for strengthening the armed forces.
