Chinese President Xi Jinping on Tuesday approved and issued a new mobilisation order for the training and development of the country’s military into an elite force which is capable of winning wars against adversaries.

President Jinping, who has been serving since 2012 as the General-Secretary of the Chinese Communist Party as well as the Chairman of the Central Military Commission, the country's highest defence organisation , issued the new mobilisation order for 2022 which has laid down the principles and fundamentals of training and exercises of the armed forces.

As per the order, the conditions and dynamics surrounding national security and combat operations must be accurately observed, understood and deciphered. The order further demands the entire command structure of the armed forces to establish a synergy between military training and warfare operations, thereby effectively and decisively implementing the commands of the CMC and the CCP.

These mobilisation orders are issued at the start of the Gregorian new year and have been a protocol since 2018. Last year, the mobilisation order commanded the armed forces to undertake organisational changes and improvements to ensure combat readiness.

This year’s mobilisation order assumes significance as it comes in the backdrop of the enforcement of last year's Border Laws from January 1. The Border Laws provides a legal backing to the country’s armed forces to secure its existing boundaries as well as sanctions the use of the military force to secure its territorial claims. China shares land boundaries with 14 countries but has territorial disputes with India and Bhutan only. As per recent media reports, China has been building model villages inside the Bhutanese territory and resettling its population there thereby changing the ground dynamics and justify military encroachment to “protect its civilians”.
