President Joe Biden, a staunch advocate of the bill, is poised to sign it into law following Senate approval. Stoltenberg underscored that despite the escalating tensions, NATO remains steadfast in its stance against deploying combat troops to Ukraine. Nevertheless, NATO allies retain the prerogative to extend support to Ukraine without entangling the alliance in the conflict.

Addressing reports of potential additional US military advisers being dispatched to Kiev, Stoltenberg clarified that while NATO personnel stationed at embassies offer advisory services, their involvement does not signify NATO's direct involvement in combat operations. These advisers, as per a Politico report, would primarily furnish counsel and backing to the Ukrainian government and military, refraining from direct engagement in combat missions.
