This peril has put limits on how far the West – which in any case doesn’t really have a firm centre – would go in their defence of Ukraine. Putin appeared to draw a redline when he said last September that “we will certainly use all the means at our disposal” when his country is “threatened”.

He reiterated that Russia would return to the deal "as soon as the West fulfills all its obligations" outlined in the agreement.

"President Putin has decided to participate in the BRICS summit in the format of a video conference call," Peskov said on Wednesday, adding that the Russian leader intends to fully participate in the event. Russian Foreign Minister Sergei Lavrov will attend the summit in person, the spokesman said as quoted by Xinhua news agency report.

The announcement came after a South African leader said that any attempt to arrest Vladimir Putin would be a declaration of war against Russia. This is because if Putin leaves Russian soil, he will be subject to an International Criminal Court (ICC) arrest warrant, BBC reported.

“Russia has a sufficient supply of various types of cluster munitions,” CNN quoted the President as saying during an interview with local Russian media. “If they are used against us, we reserve the right to mirror actions.” Putin's remarks came just days after Ukraine received a delivery of American-made cluster munitions from the US.

The President made the remarks to Russian newspaper Kommersant, describing for the first time what was discussed at a Kremlin meeting attended by 35 Wagner commanders, including the group's boss Yevgeny Prigozhin, reports CNN. The meeting took place on June 29, just five days after Wagner fighters launched the short-lived mutiny on June 24.
