The Lieutenant Governor emphasized the necessity of such consultations to ensure the uninterrupted functioning of governance, particularly amidst the backdrop of Kejriwal's detention and the ongoing public concerns regarding issues such as public health infrastructure and the impending Summer Action Plan for water availability.

The letter from the Lieutenant Governor's Secretariat noted that despite sending invitations to key ministers such as Gopal Rai, Kailash Gahlot, Atishi, and Saurabh Bharadwaj for a meeting on April 2, all the ministers declined to attend, citing the presence of the model code of conduct.

The Lieutenant Governor expressed his belief that such consultations were crucial to prevent any hindrance to routine governance activities. He criticized the ministers' rationale for not attending the meeting as vague and indicative of a lack of seriousness and sensitivity towards matters affecting the day-to-day lives of Delhi's citizens
