The escalation of violence between the Meitei and Kuki communities since May 3, 2023, following a 'Tribal Solidarity March,' has resulted in significant casualties. The conflict primarily revolves around the demand for Scheduled Tribe (ST) status by the Meitei community, which predominantly resides in the Imphal Valley, constituting the majority of Manipur's population. Meanwhile, the hill districts are predominantly inhabited by tribal communities, including Nagas and Kukis.

Jaishankar acknowledged the complexities involved in addressing the situation in Manipur, attributing part of the issue to the open border with Myanmar. He lamented the decision to suspend the unique border arrangement, which allowed free movement within a 16-kilometer radius without travel documents.
