Miller said, "The United States is disappointed that two years from the publication of the OHCHR's report, the PRC still denies its findings and has not implemented the High Commissioner's recommendations. These included releasing arbitrarily detained individuals, ending intimidation and reprisals against Uyghurs and other predominantly Muslim minorities in Xinjiang and around the world, and investigating reports of human rights violations including torture, sexual violence, forced labor, and coercive medical treatments."

He also expressed deep concern about the PRC's pervasive repression of predominantly Muslim Uyghurs and other minority groups in Xinjiang, which the OHCHR assessment suggested may amount to international crimes, including crimes against humanity.

Miller stressed that the United States would carry on with global partners toward justice for the victims of PRC policies in Xinjiang and to hold perpetrators of human rights abuses accountable.

In 2022, the multiyear assessment of the OHCHR concluded that serious human rights violations had occurred in Xinjiang.
